Nomura is "helping" Takano in her plan. Once things go bad for Takano, Nomura mocks her and takes the advantage of the situation. Nomura is a mysterious woman who represents "Tokyo"; an organization plotting the whole massacre of Hinamizawa. "Tokyo" members consist of very powerful figures such as governmental and political people. Within this organization, there are three main members who investigate directly in Hinamizawa: Kyousuke Irie, Miyo Takano, and Jirou Tomitake. "Tokyo" has control over a large group of soldiers, known as the Yamainu, whom they lend to Takano.
